Body = New York City to Make Skyscrapers Safer with Local Law 26
A section of
the code requires that by July 1, 2006, all high rise office buildings
(75 feet or taller) and all high rise commercial buildings in New
York City shall be equipped with approved photoluminescent signs
and markers. Only products approved by the Department of Buildings'
Materials Equipment Acceptance Division ("MEA") shall
be installed.

safety products in compliance with the stringent Local Law 26 regulatory
guidelines. The PictoGlow line of photoluminescent products are
all aluminum based and incorporate features not found in competing
products.
The PictoGlow
Photoluminescent Foor and Stair Tread Marking System has been additionally
tested and certified to ASTM C1028 "Standard Test Method for
determining the Static Coefficient of Friction (COF) of flooring/stair
delineating
products." Both dry and wet conditions achieved COF ratings
of 0.8 (Dry) and 1.10(Wet), which meets and exceeds the ADA/OSHA
recommended slip-resistance rating of COF 0.6 for "accessible
horizontal routes" (the greater the value, the more
slip-resistance is the product).
This is the first PL system available to achieve slip-resistance
rating without the need of a clear scuffy-top surface coating. PictoGlow
floor and tread marking products exhibits a smooth surface finish,
which is easier to clean, less likely to
accumulate dirt particles which may diminish the ability of the
system to absorb and recharge light energy over time.
Enhanced slip-resistance properties during wet conditions were also
demonstrated - an important consideration when choosing a PL stairway
system since stairway may often be wet during emergency evacuation
if the fire sprinkler system has been
activated. We recommend building management and owners when selecting
PL systems for floor or stair tread applications, to look for slip
resistance ratings for both dry and wet conditions, in order to
ensure maximum protection for the evacuees, as well as from possible
fall-injury liability risks.
With this added safety feature, PictoGlow products further ensure
that the evacuees will be more protected from possible slip-and-fall
injuries during emergency evacuations
An aluminum-based
solution for continuous handrail marking for stairways is also being
developed. Handrail delineation has been an unsolved problem in
the past as typical handrails in the stairways are cylindrically-shaped,
currently the only
available product which can be used for this application has been
vinyl tapes, however, with the curvature of the cylindrical handrail,
it posed a challenge even for vinyl tapes to stay permanently attached
to the handrails, especially with
stairways that are regularly used.
By providing an aluminum-based solution, PictoGlow will provide
an improved and permanent solution to continuous handrail markings.
New sign designs have also been created to meet NYC Law 26 requirements.
Also manufactured entirely out of aluminum, PictoGlow signs have

use of next-generation photoluminescent manufacturing techniques.
