As an entitlement program, federal funding for Medicaid automatically rises during hard times when the need for program services mounts, which ensures that the program is responsive to downturns in the economy. Data released today by the Census Bureau show that the number of uninsured Americans stood at 45.8 million in 2004, an increase of 800,000 people over the number uninsured in 2003 (45.0 million). The percentage of people without health insurance, 15.7 percent in 2004, was not significantly different from the 15.6 percent rate in 2003. The percentage jumped again in 2005 reports the National Coalition on Health Care (NCHC) to 16% (sixteen) of all Americans are without health insurance or health care provisions.
