Press Release Summary: Partnership successfully completed state-of-the-art pilot
monitoring cargo and passenger vehicles at Madrid Barajas International Airport
using GPS-location technology

Press Release Body: Rosh HaAyin, Israel, May 21, 2008 - Pointer Telocation Ltd.,
(Nasdaq Capital Market: PNTR, Tel-Aviv Stock Exchange: PNTR) - a leading AVL
(Automatic Vehicle Location) solutions provider for fleet management, car and driver
safety, public safety, road side assistance, vehicle security and asset management
and Tecnosegur, a leading Madrid-based company specializing in consultancy and
commercialization of internal security solutions, today announced the successful
completion of a pilot to manage and secure passenger and cargo fleets at Madrid
Barajas International Airport. The deployment was cooperated with NEO Work and
Track and Grupo Detector.

An extensive fleet of cargo and passenger vehicles at Madrid Barajas International
Airport were outfitted with the Cellocator Compact FleetT, an innovative integrated
fleet management unit with superior location, tracking, event driven reporting,
logging, and security capabilities. Using the units, airport personnel are able to
monitor the exact location at a given time of any of the vehicles across the
airport, thus dramatically improving operational efficiency, as well as the
maintenance of the various vehicles. Real-time electronic bus line schedules were
available to users at the bus stations, allowing travelers to monitor the arrival
and departure time of their required bus line, in order for them to plan
accordingly.

Security personnel also benefit from the new supervision level which enables them to
control the traffic in the airport during emergency situations. Further roll-out of
Pointer\'s GPS tracking devices is expected in 2008. Additional transportation
projects in Spain are currently under development as well as through the Pointer
Tecnosegur partnership.

Madrid-Barajas is one of the most important European hub airports, serving as the
gateway to the Iberian Peninsula from the rest of Europe and the world, particularly
Latin America. In 2007, the airport processed 52,143,275 passengers, 483,284
operations and 322,244 tons of cargo. It currently ranks as Europe\'s fourth busiest
airport by number of passengers, and the largest by area. It has also been the
target of terrorist activity in the past.

Pointer Telocation is a global "one-stop-shop" for location-based security and
safety services. Use of industrial GPS-based location applications is steadily
rising. According to a new ABI Research study, "Global Navigation Satellite
Positioning Solutions," the use of GPS in industrial environments such as telematics
and asset tracking will continue to grow, and the overall market (consumer and
industrial) will expand to 900+ million units by 2013.

Danny Stern, CEO of Pointer Telocation said, "The completion of a successful pilot
at Madrid airport clearly demonstrated how effective our GPS-tracking devices are
from both a logistics and security perspective. In light of the increased air
travelers worldwide, we are thrilled to offer airport authorities a viable, reliable
and cutting edge solution for passenger and cargo fleet management. Through our
partnership with Tecnosegur we aim to provide the most-developed solutions to
address enterprise fleet control, costs, security and safety needs and look forward
to further penetrating the Spanish market."

Juan A. De La Torre, CEO of Tecnosegur, said that the Cellocator Compact FleetT
"proved its functionability and reliability throughout the project, and that the
technology was a great success in allowing the dispatchers to manage a high number
of vehicles in a difficult and crowded area."
