When choosing an ETF, security-level issues should not be forgotten, said Williams. \"While, in our view, the index analysis should drive the investment decision, an ETF must also be evaluated based on how costly and efficient it trades, how costly it is to hold, and how closely it tracks its index. Structural issues should also be understood, as an ETF's structure can have different tax implications among other things."
